This DLC should first and foremost be seen as a way of supporting my work. The contents of this DLC are more so just some cool bonuses for you choosing to support The Local. Oh, and if you are buying this DLC you probably already know this, but the phone hand is only visible in the Orders gamemode, and the Finger Pistol hand is only visible in certain contexts. You can also disable your chat Supporter Badge if you're not into that sort of thing. Both the hand and the Supporter Badge are configured in the Options menu. And the hats and Supporter Badge can only be seen when playing online.
